The two separate restrictions
Under 13, the whole category is closed. It sits in the standards under restricted categories for U13 users, alongside personal care, cosmetics, fitness and weight-loss products.
Above that, the limit is nutritional and territorial. Ads may not promote foods considered high in fat, salt and sugars to ineligible users in regions that restrict advertising such foods. So the same creative can be legal in one market and rejected in another, and the deciding factor is local law rather than platform taste.
Infant food is prohibited outright — milk substitutes and feeding implements are named.
Why this hits harder than it looks
Roblox’s audience skews young, and ads may not be personalised for users under 18 in any case. A brand used to buying a narrow segment on social platforms finds a different instrument here: the creative gets approved against a mixed-age room.
What a food brand can still do
Build the experience. A world is governed by the Terms of Use and Community Standards, and a mechanic that echoes how the product is used — assembling a dish, running a kitchen — carries the brand without an ad unit doing the work.
Promote it in the ways that remain open. Portal ads and video campaigns exist, and the creative for them is judged as advertising, so the food claim comes out and the invitation to play stays in.
Work the audience you are actually allowed to address. If the plan needs 13+, say so in the brief and design the world for teenagers, with the mechanics and difficulty that implies.
The practical order of work
Confirm the intended audience age first, because it decides whether an ad campaign is available to you at all. Then check the markets, since the HFSS rule is written around local restrictions. Then brief the creative. Doing it in the other order produces work that gets rejected for reasons no one can fix at the asset stage.
